#11 [engine] freeze launches if memory gets low

I am doing some load testing - launching 1500 flows (our import
scenario). Default VM settings for memory too low - so engine gets
an out of memory exception.

I'm wondering if we can't have a free memory threshold beyond
which a launch request would get frozen... This would give the
administrator a chance to alter the JVM parameters and restart the
engine. At restart frozen items could potentially unfreeze.

Its just a quality improvement idea.
