[WWdevel] How to announce important fixes to Parser

Folks:

I just fixed an important bug in the Parser that prevented it from  
properly comparing formulas that include arctangent function calls.   
Now that the Parser is in use for num_cmp and fun_cmp, it seems to me  
that fixes for problems like this are more important than they were  
in the past, and anyone who is using the Parser-based legacy code (or  
native Parser-based problems) should update.  What is the best way to  
announce that?  Should there be a topic on the discussion board where  
notices of important fixes are posted?  Is there a mailing list of  
WeBWorK administrators that it should be sent to?
