We want the tarballs to be updateable with CVS, so if someone did update, they'd get a new jsMath_fonts.tar.gz file that they would have to unpack. It's possible to have the code in webwork.apache- config (or in a webwork-startup.pl that would be PerlRequired) issue a warning if the tarball is newer than the individual files.
