No, it isn't that strong.  Definitely go ahead and do the tarball. 

Would the added difficulty only affect cvs users?  If you bundle a 
release, maybe it can have the jsMath fonts unpacked before creating the 
main tarball.

If it turns into a faq, then maybe something can be added to the admin 
course to check some of the system configuration items, with this being 
one thing which gets checked.
