#8 problems with UTF-8 and UTF-16 (BE)

Opening URLs in (X)HTML Format which are encoded in UTF-8 or UTF-16 (BE) doesn't work. All characters are transformed to ISO-8859-1.

Examples:

UTF-8: any international Wikipedia site (http://hi.wikipedia.org, http://vi.wikipedia.org, http://sr.wikipedia.org\)

The problem occurs under Windows and Mac OS X. Other OS are not tested.
