Deprecate --fast-io option
Recent changes to the event loop revealed that
the --fast-io option is now partially broken and
may cause "unroutable control packet" issues.
As agreed during the last hackathon, this patch
turns --fast-io into a no-op and emits a warning
when it is used.
Additionally, the MPP_CONDITIONAL_PRE_SELECT
flag has been removed as it was part of the
same code path and no longer needed.
