I've successfully used openvpn over many satellite connections with 1500-2000ms latency. I have noticed if the latency gets extremely high (4000 - 6000 ms) then the openvpn keepalive will apparently timeout even though packets are still making it though. While it's kind of ridiculous that the network would have 6000ms of latency and still be online, that does sometimes happen on satellite for extended periods during file transfers and so on. I haven't tried this, but can't think of any reason openvpn over UDP would make the latency much worse than it already is over a satellite link.
