may not be the case for you but i'm pretty sure i've seen this when the
clocks on the two machines are substantially out of sync. i remember
having a similar problem when i first started using openvpn and i recall
discovering that one of my machine's clocks was way off. it's been awhile
but it seems that that's all i had to do.
