Hello, my name is Peter Downie. I don't quite understand what your trying to build yet, maybe you can explain it in one or two sentances what you want it to do. Its some kind of internet manager?

Apache
IIS
PHP
MYSQL
I have never used MSSQL but I probbally could learn it as well as any other languages needed that are free to use.
