There is a feature request which has attached a possible solution to 
this, but it only can assign a file to a user.

Also it was submitted a patch to give possibility to assign a file to a 
group, haven't integrated it yet 'cause I need to test and check it deeper.

The thing is that a user once it was granted the possibility to download 
files, if they know the file ID and eventually the password associated 
to the file, it will be able to see the file, even if it's associated to 
other users.
Right now no. I'm thinking on it for next version, but it'll take some time.
