As Andy said,
you should check if you are allowed to override the setting with an 
.htaccess file.

If not, I'm sorry but currently there is not much you can do. I'm 
implementing an upload option which uses a perl cgi (as many do) which 
will probably solve this problems. It'll take some time though.
