If you could also make the autotools-based system work for MinGW too (and
perhaps the like of Cygwin?), it would be useful, as we wouldn't have to
maintain separate makefiles for the two.

I think this is something that does need to be done, so sooner rather than
later would be better. Let's see what others think of it first though.
