Capabilities are fairly standalone, as far as I can tell.  It is the
caps_converter which pertains to a format.

Capabilities can be associated with a plugin member, as you can see
from osync_member_load_capabilities() and osync_member_get_capabilities().
In the member's case, the capabilities are loaded from an XML file in
the config.
