[Opensync-devel] GPE plugin updated

FYI, I have updated (r6147) the GPE plugin to the latest API -- it seems to 
basically work although I haven't done exhaustive tests.

However, the capabilities stuff is completely broken -- the format of the 
capabilities file is completely different.  Anyone got a working capabilities 
file I could use as an example?
