It's good that 0.22 users post here, so that people realize that
0.22 is still needed.  But to be honest, there is little possibility
that timezone support will be improved in 0.22.

I believe that 0.39 is in the Debian unstable tree.  So you could try
grabbing the source packages, and compiling them to .debs yourself.

I'm not sure if that would be easier than compiling from tarball or not.
