I think we should be encouraging distros to package both 0.22 and 0.4x. The reason that Fedora got such flack for packaging 0.3x, in my opinion, was because 0.22 disappeared. The user needs to have a choice. While 0.39 is not ready for production, there's no harm in packaging it as long as it doesn't interfere with 0.22.
