Maybe it would help to go into more detail in what kind of development
exactly is still needed for 0.40.  Is there still a lot to do?  Or
rather just responding to bugs?

Once 0.40 is out, presumably the ball is in the hands of the plugin
writers and the core is in maintenance mode, until somebody steps up and
starts to do major changes (probably not you).
