P1i is known to support only SyncML 1.2 over IP. I do not know how to do IP over USB with Linux. I assume you use Linux as you mention sdptool. That means you need to use syncml-http-server. Search for P990i in the wiki and follow the suggestions. If possible, the using IP over BT will be the less painfull. Also use the latest libwbxml and OpenSync from trunk. For the initial tests please use syncml-ds-tool.
