Dear Thejaswini P, In you configuration file using the JVM encoder, you have defined an option to specify the position of the transform coefficients. The Open SVC Decoder is still not compatible with this option. You should remove from the configuration file the option MGSVector, or set it to MGSVectorMode 0.
