What is actually referred to is the Platform SDK the Microsoft released in July 2000, with all its bugs and peculiarities ;-) Selecting the build environment from the 2003 Platform SDK menus simply sets up environment variables for library/include PATHs, etc. And you shouldn't notice any difference (problems) with OpenSTA if you select any of the 32 bit retail environments.
