I'm assuming you started an opensta recording and it failed to terminate 
properly. OpenSTA records by using a gateway.

IE menu tools->InternetOptions->connections->LanSettings->Uncheck "Us a 
proxy server for your LAN"

If you normally use a gateway to access  the internet, you'll need to 
specify the correct gateway at this point.
