I think that is an excellent point.  I have stressed this multiple times
to my management folks too:
"I can drag the server down to a crawl with just 1 VU, or I can put 1
million VUs to the server and it won't feel a scratch.  So don't ask me
how many concurrent users the system can support without defining what a
concurrent user is."  :)
