It's an environment  variable and, with unix system, it can be set 
anywhere from a command line
 From Windows, you can set it using the System icon in the control 
panel, then choose "Environment Variable"
or in a DOS box should you decide to start:stop Tomcat from the command 
line

This must be set before starting tomcat
