#2 missing 'migratory file' exception

The openSputnik provides functionality such that a large file or
collection of files sharing a common but defined prefix (e.g. BLAST
tables) may be moved from a network share to local temp disk space.
There is a major issue in that if the defined 'core' file is missing the
slave does not pick this up, does not migrate any files and does not
detect the problem. This means that an invalid command is created
and the server::client pair perform a lot of work and acheive nothing
