[OpenSPP-project] OpenSPP Test/Dev Server Inactive

Since nobody has been using the test/dev server, I've put it down for naptime (it's about 2 cents an hours to run, which adds up to a cheap six-pack every month).

I can easily bring it back up if/when we need access; it's an Amazon EC2 instance.
