[OpenSPP-project] Use of Tracker for Backlog Requests

On today's team call, we discussed that we need to "get a handle" on our use
of the Sourceforge Tracker system.

Along these lines, I've created categories for "Product Backlog", "SPrint
1", and "Demo Server" in the Feature Requests" tracker, and added my to-do's
from today's calls to the tracker. I've also verified that the dev-team
members have rights.

Note that you "stakeholder" folks are welcome to use the tracker. You'll
need to set yourself up with SourceForge IDs and communicate those to me.
