[OpenSPP-project] Questions on internationalization in SPPP

We may need to think about internationalization in SPPP. I'm not sure that
the protocol drafts have a complete answer to internationalization
questions. The dev team is presuming use of UTF-8 encodings in OpenSPP.

We may need to nail this down in the protocol specs. Experience indicates
that string comparison is an especially tricky bit to get right.
