[Opensourcecrm-keyfactordev] BounceHandler.properties

I have added a line called <mailserver>.failLevel = <TEMP|PERM|UNKNOWN>
This way we can decided if an error is temporary, permanent, or we can't
tell automatically.  I will checked a new version of
BounceHandler.properties into CVS.  I will hopefully have a new version of
CMSBounceHandler.java checked in by the beginning of next week.
I also moved some mail properties out of BounceHandler.properties and placed
them in their proper location in KFBounce.properties
