Charset encoding problem

I have problems with charset encoding.
If I have for example :
ia.?=
Date: Thu, 03 Mar 2005 16:08:55 GMT
X-Mailer: OpenSmtp.net
MIME-Version: 1.0
Content-Type: text/plain;
charset="iso-8859-2"
Content-Transfer-Encoding: quoted-printable

CAPEX - Oprogramowanie produkcyjne 1-2005 otrzyma=B3 status Do zatwierdzen= ia.

and that should be:
CAPEX - Oprogramowanie produkcyjne 1-2005 otrzymał status Do zatwierdzenia.

The same problem is with subject:
=?iso-8859-2?Q?CAPEX - Oprogramowanie produkcyjne 1-2005 otrzyma=B3 status Do zatwierdzen=

and that should be:
CAPEX - Oprogramowanie produkcyjne 1-2005 otrzymał status Do zatwierdzenia.
