#67 Grade function incorrectly rounds high scores down

The Grade function rounds all grades over 99.9% down to 99.9%. Students do achieve final scores of over 99.9%. Needs to be modified to accept grades over 99.9% in all grade types.

This first involved modifying the database to accept more than 4 places (i.e. 99.99- change the TYPE from decimal(4,2) to decimal(5,2).
