With regard to producing silence on absence of RTP, that's not an SBC function but a switch or media gateway function. If free-switch nor your gateways do not produce silence frames, why would you expect OpenSBC to do it? So no, OSBC does not do silence-frames nor jitter-buffering. OSSPhone and the IVR does because they are Media UAs.
