The only time OpenSBC will send a reInvite would be during 3PCC Call Transfer (Local REFER). This is to make sure that the call being transfered is notified of the new codec (If remote chooses to pick a different one from the set). If you are not referring to 3PCC Call Transfer, the the reINVITE you see came from the endpoints. OpenSBC just relays the SDP in this case. HTH.
