[OpenSIPStack] New Mailing Lists and Bug Tracker

Hi everyone,

Because the opensipstack mailing list traffic is growing really fast.  
Because of this, I have decided to open specific mailing lists for 
ATLSIP, OpenSBC and OpenSIPStack

OpenSIPStack  - ope...@li...
ATLSIP - ope...@li...
OpenSBC - ope...@li...


opensipstack-devel will still be the main list dicussing core library 
functionlities while opensbc and atlsip specific question should be 
directed to their respective mailing lists.

I am also happy to announce that a BUG tracker is already in place so
