What I did was made an installer and set ATLSIP.DLL to self register.
  Now regarding crashes 
  ATLSIP must be compiled on all different OS'es for it to work. You must have like Compiled 
  versions of Windows2000, WindowsXP and Windows Vista.
   
  Also attach on your installer the following DLL's
  DNSAPI.dll
  COMDLG32.dll
  MPR.dll
  EXPAT.dll
  MSVCP71D.dll
  MSVCR71D.dll
  SNMPAPI.dll
