OpenSBC can accept registration if the To: URI points to a domain that 
resolves to the IP address of OpenSBC.  In this case, OpenSBC will not 
forward registration but process/authenticate it using the Domain 
Accounts configuration page entries.  OpenSBC only do upper registration 
if the To: URI resolves to an external route.
