[OpenSIPStack] OpenSBC failover behavior

I notice a problem in opensbc Version: 1.1.5-4 that it doesn't try the 
failover route if the first route do not respond with any error message 
from its SIP Invite.

Sample static route below

[sip:8004466513*] sip:70.42.72.57,sip:70.42.72.165


Attach file: failover1 file -> opensbc fails to route the call to 2nd 
route. It just
keep resending SIP Invite 3 times and disconnects the call.

failover3 file -> opensbc reroute the call to failover route. This is
after first route sends 487 error.
