[OpenSIPStack] 200 ok in ProxySession::OnSessionEvent

I don't understand why in ProxySession::OnSessionEvent() the method OnCheckRoutePolicy is called in case EventFinalResponse:
 
case EventFinalResponse:
   OnCheckRoutePolicy( validatedRequest ); ???
   OnFinalResponse( validatedRequest );
   break;
 
throwing this trace:
 
*** PROXY *** Not Allowing relay to
