It's not a guarantee but there is a big chance it can fool the filters that it's a none SIP/RTP packet. Unless of course they crack your XOR algorithm in which case you just need to either change the key or find another pattern. Or you could wait until all the foreign investors get out of UAE because they can't make a simple phone call! When that day comes, maybe they would stop this filtering policy.
