You don't need to register the Interop dlls. Just ATLSIP.dll. The 
Interop dlls are used by .NET projects. You can look at a reference C++ 
.NET project at OSSPhone\vc80 project under ATLSIP.

Did you get your code from CVS head? Building the project from there 
should be easy.
