MPAs should be mapped in the main OSM database. This type of object is a 
recent addition to the IHO registry. It does not appear in the S-57 
catalogue, therefore will not be found in ENC charts. There will likely 
be some objects in the database that meet the definition of MPA, but 
have been mapped as Restricted Areas with categories such as Nature 
Reserve, Ecological Reserve, etc.
