My view is that these features should be handled by the base layer using 
customary OSM tags. Where suitable tags are not defined, then we should 
post a proposal in the OSM tagging newsgroup.

The seamark layer does do some rendering of sea areas 
seamark:type=sea_area (S57 SEAARE), but this is for areas of 
navigational significance, such as shoal areas.
