OpenSeaMap is a integrated chart:
- nautical sea chart
- inland waterway chart
- routable topo-map

So the official and most used baselayer will be Mapnik-OSM
(with small improvements for OpenSeaMap)

Very useful will be a *Night View* of the map :-)
