dpws:R0019 refers to wsa:Reply as a value for the relationship property, which is most likely referring to a QName (as per WS-Addressing 2004) whereas the WS-Addressing version referenced by DPWS requires the relationship property to be a URI.

MDPWS should add a requirement that overwrites the defective requirement dpws:R0019.
