#1 TR0242 clarification

Given the requirement:

TR0242: For each METRIC's @Value or @Samples that the MEDICAL DEVICE represented by an
MDS of an SDC METRIC PROVIDER displays to a USER, while the precision of this display differs
from the METRIC's @Resolution or the active pm:Range has a @StepWidth that differs from the
METRIC's @Resolution, the SDC METRIC PROVIDER SHALL provide the display precision by
attaching one mpkp:DisplayPrecision EXTENSION with @ext:MustUnderstand = false to the active
pm:Range element.

I have two questions that require clarification:

1. What is an "active pm:Range", how is that determined? And also, can this be the Range a LimitAlertCondition that has the metric as it source provides? There is no further restriction than the type, which makes this a theoretical possibility, depending on the meaning of active.
2. What does "display" entail? It probably includes displaying the metric value on a display, but plotting a value in a graph is also displaying it. How does one then describe the precision of this display of the metric using just the StepWidth in the mpkp:DisplayPrecision extension?
