I would like to suggest adding a dedicated value describing the target value - actual value relationship, of a setting metric and a measurement/calculation metric.

Currently, this could be modeled using ECE, however, I think that this is a very common relationship that should be modelable easily.

use ECE as @Kind and define a pm:Relation/pm:Code to classify the target-actual effect pattern
