Proposal:
If a PARTICIPANT uses the xsd:dateTime data type for pm:DateOfBirth, the PARTICIPANT SHALL specify a time zone.
Consider a similar requirement for B.314, B.315, B.271, and B.272 or a general requirement. (Revision)
Please perform for the following clauses: B.325, B.314, B.315, B.271, and B.272
Done for clauses B.325, B.314, and B.315 in PR#94.
But what is the idea behind requiring this for manufacture and expiration date? Please review!

For consistency reasons, we decided to apply the time zone requirement on B.271 and B.272, even though it might not be of any clinical relevance.
