The initial msg:InvocationState information is delivered to a SERVICE CONSUMER through any msg:AbstractSetResponse. Afterwards, msg:InvocationState information is delivered to a SERVICE CONSUMER by means of msg:OperationInvokedReport MESSAGEs.

  Figure 13 can be interpreted to prescribe OperationInvokedReports on every edge, i.e. a report is sent, even though the above text does not explicitly mention it.
