#27 Add further explanations to B.446 QualityIndicator

As far as I understand the current definition, the QualityIndicator is a decimal value between 0 and 1. Thus, can also be interpreted as percentage. While I think this can be a quite useful value, it is not clear to me how the device calculates the value and consequently it is not clear to me how the client can interpret this value.
