#26 C.91 SetAlertState/ProposedAlertState has cardinality of 1

In C.91, the ProposedAlertState as part of the set request message can only consume exactly one alert state. In all other set state operations it is allowed to add one or many proposed states. We need a solution here.

Based on dicussion today:

Either add extension for addtional ProposedAlertStates
or change cardinality in the schema.
