#9 Packaging Spec - Broken hyperlinks and cross references

Hyperlinks in the Packaging Specification document to section 7 - the appendix - are broken (they appear as Error! Bookmark not defined).

The appendix was split from the main document in order to facilitate its conversion into PDF (no way was found of handling the change of page orientation).
